Floods cause very serious damage
According to a quick report on the damage caused by the circulation of storm No. 3 (from the night of September 7, 2024 to present) in Lao Cai province: Due to the circulation of storm No. 3 (storm Yagi) , from the night of September 7 to 5:00 p.m. on September 10, moderate to heavy rain occurred over a wide area in the province. Heavy rain combined with floods from upstream caused floods on many rivers and streams in the province. In particular, the flood on the Red River on the night of September 9, 2024 was at alert level III at 3.47 - 4.19 m, exceeding the historical flood (flood level of 86.97 m). Rain and floods caused deep inundation over a wide area, causing very serious damage to people, infrastructure, production of the State, people, and businesses.
Specifically, in the province, 6/9 districts, towns and cities have had deaths. The total number of casualties is 255, of which 98 people died, 81 people are missing, 76 people are injured. The total number of houses flooded, landslides, and swept away by floods is about 9,172. The damaged rice area is 2,429.24 hectares; the damaged corn and other crops are 940.36 hectares, not including other crops; over 2,000 livestock and poultry died.
Infrastructure (transportation, electricity grid, telecommunications, schools, healthcare, water supply, irrigation...) was severely and seriously damaged. It is not yet possible to fully and specifically count the damage, but preliminary statistics up to this point show that the damage is in the thousands of billions of VND.

Directing and overcoming damage with the utmost urgency and determination
Immediately after receiving the telegrams from the Prime Minister, Lao Cai Provincial Party Committee issued many directives, Lao Cai Provincial People's Committee issued 6 telegrams on strengthening proactiveness and drastic implementation and response to storm No. 3 and 2 emergency decisions on natural disasters in the province, many directives from the People's Committee, departments, branches and sectors of the province.
The Provincial Party Committee, Provincial People's Committee, Provincial Vietnam Fatherland Front Committee and socio-political organizations have organized and established many working delegations to the grassroots to inspect, direct and urge the work of prevention, response, overcoming consequences, rescue and relief.
Concentrate all resources to overcome the damage, focusing on urgent rescue of victims. Grasp the situation, have many effective solutions, ensure people's lives, ensure food, drinking water, and accommodation for people, and use all approaches to promptly support and overcome the situation. Districts, towns, and cities organize the urgent evacuation of 2,209 households/9,533 people in dangerous and flooded areas to safety on September 8-10, 2024.
Regarding the work of overcoming the consequences, Lao Cai province always receives the attention and direction of the Prime Minister and the Central ministries and branches; promptly encourages and directs the inspection of the work of preventing, responding to, and overcoming the effects of storm No. 3 and the storm's circulation.
Lao Cai province has seriously and closely implemented the direction of the Party and State leaders, the Government, the Prime Minister and the central ministries and branches. Proactively directing departments, branches, units and localities in the area to focus on responding to floods, landslides... early and from afar with a proactive, resolute spirit, and prevention and response at the highest level. The highest direction goal is to ensure the safety of people's lives and property, promptly stabilize the lives of people affected by floods, continue production, business and normal activities of social life; and implement the fastest support policies for people in affected areas.
Regarding command and direction of on-site recovery, Lao Cai province has mobilized the entire political system to overcome the consequences of natural disasters in localities in the province.
Comrades in the Standing Committee of the Provincial Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of the province and comrades in the Standing Committee of the Provincial Party Committee, leaders of departments, branches and sectors in charge of localities, together with leaders of localities, forces, mass organizations... went to the damaged areas to direct the search for missing people and overcome the consequences with the most urgent spirit and highest determination. The province and localities have established command posts in the most affected areas; urgently directed and mobilized the entire political system to participate, mobilized local forces and reinforcements from other places along with all available equipment to approach the scene, urgently carry out search and rescue measures, and take the injured to the emergency room.
Provide food, necessities, and medicine to households, especially focusing on areas where there are victims and are still isolated and accessible, with the highest determination not to let people go hungry, cold, or homeless.
Direct departments, branches, sectors, units, and localities to mobilize maximum forces and equipment, prioritize focusing on urgently repairing landslide-affected traffic routes to quickly connect traffic to isolated areas; promptly repair water, electricity, and telecommunications facilities at affected locations; ensure safety, limit impacts on works such as hospitals, medical centers, schools, and local headquarters... with the goal of minimizing the impact of natural disasters and quickly stabilizing people's lives.

Direct the People's Committees of districts, towns and cities to organize inspections, reviews and complete and accurate statistics of all damages to production, property of people, businesses and infrastructure works.
For households that need to be urgently relocated, the People's Committees of districts, towns and cities have directed the People's Committees at the commune level to mobilize forces to support households in moving people and property to safe areas, arrange relocation locations, build houses in accordance with land use planning and develop support funding plans according to regulations.
Regarding the recovery fund, the province has allocated 24 billion VND from the provincial budget reserve for localities to proactively support and overcome natural disasters. The Vietnam Fatherland Front Committee of the province has called on the business community, philanthropists and the people to support families suffering from human and property losses caused by natural disasters.
Up to now, the total funding from the Fatherland Front, organizations and individuals that have donated and directly supported the people in the province is more than 4.6 billion VND.
