To improve the quality of vocational training, Lao Cai province has opened training courses to improve the capacity of officials in charge of propaganda, counseling and career guidance; Improve the quality of foreign language teaching and learning, international integration for students and high-quality workers; Actively implement the Project on foreign language teaching and learning in preschool, general education and continuing education institutions for the period 2021-2025; At the same time, strengthen cooperation with enterprises in training and job creation for learners; restructure training occupations and open new occupations to meet social needs and shift the labor structure in the socio-economic development fields of the province.
In particular, the province pays great attention to and focuses on building outstanding policies to attract and utilize high-quality human resources inside and outside the province. The issuance of Resolution No. 11/2020/NQ-HDND and Resolution No. 10/2022/NQ-HDND amending and supplementing a number of articles of the Regulations on policies to attract, treat, and support human resource training in Lao Cai province, period 2021 - 2025 has contributed to attracting and supplementing the human resources that the province needs and lacks, especially supplementing the team of doctors for the health sector, supplementing English and IT teachers for the education and training sector.
Lao Cai College is one of the typical collectives in training and developing qualified human resources. With the development of training plans and programs suitable to social needs, meeting the labor needs of the province, more than 80% of the school's students have jobs after graduation. This result affirms the school's success in its efforts to innovate, improve quality, and link training with the recruitment needs of businesses. The goal by 2025 is that Lao Cai College will train 24 college-level occupations, 27 intermediate-level occupations and elementary occupations according to social needs. In particular, there are 7 key occupations at three levels: International, ASEAN and national.
Lao Cai province is implementing many measures to modernize the training process, combining vocational training for rural workers with improving digital skills for people. Increasing the application of science and technology and digital transformation in training stages will contribute significantly to the development of the digital economy and digital society, especially in rural areas. Synchronously implementing solutions, including restructuring the economy and innovating the growth model towards reasonable development between breadth and depth, has contributed to increasing job opportunities, aiming at jobs with stable income for workers in the province.
In addition to focusing on labor training, Lao Cai also promotes support for businesses, cooperatives and individual business households in the digital transformation process. These support programs not only help small and medium enterprises improve business efficiency but also encourage innovation and start-ups. In particular, the development of collective economy in rural areas and the promotion and consumption of OCOP products, potential agricultural products of the province are also focused on. These products will apply digital technology to trace their origin and consume on e-commerce platforms, thereby enhancing the reputation and quality of the products.
The province also prioritizes the development of sustainable livelihood models, paying special attention to areas heavily affected by climate change. Retraining, job conversion and support for people to access capital sources will help workers better cope with the challenges caused by climate change. This is part of Lao Cai province’s climate change response action program, with a vision to 2050.
In the field of labor management, the application of information technology and digital transformation helps improve management efficiency. Building and perfecting the labor database, connecting with the national population database will help job consultation and referral become more accurate and timely. Workers can access labor market information through many channels, from media agencies to smart mobile applications, helping them grasp job opportunities quickly and conveniently.
Lao Cai province is setting important goals for labor training in the coming period. From now until 2025, the province strives to recruit and train at least 13,000 workers, including 10,400 from rural areas and 6,250 highly skilled workers. In the period from 2026 to 2030, the target will be raised to 27,000 highly skilled workers. This is a great effort to improve labor quality, contributing to sustainable economic development.
