In recent times, Lao Cai province has vigorously and synchronously implemented administrative reform solutions, focusing on administrative procedure reform, administrative modernization associated with promoting the application of digital technology. The goal is to build an administration that serves the people, is professional, modern, public, and transparent.

One of the highlights is the effective construction and operation of a synchronous and interconnected management and operation software platform from the provincial to the communal level. The VNPT-iOffice document management and operation software system is fully integrated, connecting 4 levels of government, helping to process work quickly, accurately and transparently. By 2024, over 98% of electronic documents will be digitally signed and circulated through the system; 100% of state administrative agencies from the provincial to communal levels will use this software system. The application of specialized digital signatures has been widely deployed, 100% of electronic documents are digitally signed in accordance with regulations. Other internal operational management software such as electronic work schedules, digital reporting systems, paperless meeting systems, etc. are also used effectively.

By the end of 2024, 100% of state agencies from provincial to communal levels will be connected to internal WAN networks and high-speed Internet connections. The province has invested in and put into operation a shared data center system, a provincial data integration and sharing platform (LGSP), and a three-level online video conferencing system, facilitating the deployment of synchronous digital platforms.

At the same time, Lao Cai has promoted the application of digital technology in directing, operating, and effectively deploying the Intelligent Monitoring and Operation Center (IOC), promptly serving the activities of the Provincial People's Committee. The Intelligent Monitoring and Operation Center (IOC) is deployed in Lao Cai city and key districts, integrating data from fields such as health, education, transportation, reflecting people's recommendations, etc. The feedback and recommendation system operates 24/7, receiving more than 95% of feedback via the digital platform, with an on-time processing rate of over 97%, creating great trust among the people.

The province also pays special attention to ensuring information security and data security, considering this a vital factor in the digital transformation process. The system for preventing cyber attacks and protecting people's data is regularly invested and upgraded. Lao Cai has built a centralized data backup system, organized periodic assessments and inspections of information system security at different levels, ensuring the smooth operation of e-government.

One of the highlights is the stable and professional operation of the Provincial Public Administration Service Center in a modern, friendly manner, without creating unnecessary procedures. This is an important focal point, helping to improve the quality of service to people and businesses, creating the image of a serving government. The model of "Friendly Government for the People to Serve" has been widely deployed, creating a positive ripple effect.

In particular, the work of controlling administrative procedures (AP), improving the quality of handling records and online public services has achieved clear results. 100% of APs under the authority of the provincial, district and commune levels are eligible to be provided on the electronic environment. The rate of online records in the whole province increased from 35% in 2020 to 72% in 2024. The reception and handling of AP records are carried out seriously, in accordance with regulations, with the on-time rate reaching over 99%. The province's Public Service Portal currently provides more than 1,600 APs, with an average of more than 2,000 records processed online every day.

Thanks to its continuous efforts, Lao Cai has risen to be among the top 15 provinces with the highest provincial digital transformation index (DTI) in the country for two consecutive years 2023 and 2024. This result clearly reflects the province's determination to promote comprehensive digital transformation on the pillars: digital government, digital economy and digital society.

However, Lao Cai province also frankly acknowledged the shortcomings and limitations that need to be overcome, such as: some agencies and units have not been really determined in organizing implementation; the quality of online public service provision is uneven; the rate of online records arising is still low at the commune level; there are still cases of records being processed late in some areas.

To continue improving the effectiveness of administrative reform, in the coming time, Lao Cai province will focus on implementing many synchronous solutions, focusing on promoting institutional reform; streamlining the apparatus; improving the quality of staff; modernizing the administrative system associated with digital transformation. At the same time, strengthening the role and responsibility of leaders, linking administrative reform results with the assessment of task completion and annual emulation and reward work.
