Lao Cai rolls out action plan to implement Resolution 57 and launches the "Digital Education for All" Movement
On the morning of May 21, Lao Cai Provincial Party Committee held an online conference to roll out the action plan to implement Resolution No. 57-NQ/TW and launch the "Digital Education for All" movement. The conference was connected online from the provincial bridge to the District Party Committees, Town Party Committees, City Party Committees and grassroots.

Implementing the direction of the Central Committee, the Standing Committee of Lao Cai Provincial Party Committee issued Action Plan No. 334-KH/TU dated April 25, 2025, clearly defining the directions, tasks, and solutions to synchronously and effectively implement the contents of Resolution No. 57-NQ/TW in the province. The plan not only concretizes strategic goals, but also closely links with the development practices of Lao Cai - a mountainous, border province with many potentials and advantages in smart agriculture, green tourism, border gate economy and logistics...
To complete the objectives of the Plan associated with the socio-economic development goals of the province, Lao Cai focuses on 8 groups of tasks to develop science and technology, innovation, and digital transformation: Perfecting institutions, policies and organizational models; Investing in and developing synchronous and smart digital infrastructure; Building a modern and synchronous digital government; Paying attention to science and technology development; Developing the private economy in the new period; Taking science, technology, innovation and digital transformation as strategic levers for each key economic sector; Improving the quality of digital human resources; Strengthening international cooperation and regional linkages in research and innovation.
Along with that, to successfully implement Resolution 57-NQ/TW and improve the quality of digital human resources, one of the key contents is to widely implement the "Digital Popularization" Movement - a strong socialization initiative learned from the "Digital Popularization" movement to eradicate illiteracy among the entire population that President Ho Chi Minh and our Party launched 80 years ago to bring the light of knowledge to the people.

Speaking at the conference, Mr. Trinh Xuan Truong, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, requested the synchronous participation of the entire political system, in which leaders at all levels, sectors and localities must directly direct, inspect and supervise; cadres and party members must take the lead as exemplary leaders. At the same time, it is necessary to strongly mobilize social resources, the participation of technology enterprises, social organizations, especially youth union members, teachers, students, and volunteers in training, guiding and popularizing digital skills for people.
The Provincial Party Secretary emphasized: The journey of digital transformation is a long and difficult one for Lao Cai, but it is also an opportunity for the province to break through and shorten the gap with other developed provinces and cities in the country. I deeply believe that, with the will, determination and aspiration to rise up of the entire Party Committee, government and people of all ethnic groups in the province, together with the correct leadership of the Party and the support of the entire political system, Lao Cai province will succeed in realizing the goals of Resolution 57-NQ/TW of the Politburo, in which the "Digital Education for All" Movement will become the new pride of Lao Cai province on the national digital transformation map.

The movement was launched to strongly affirm the province's determination to bring digital technology closer to all classes of people - so that everyone has the opportunity to learn, access knowledge and develop in the digital age.

At the conference, Lao Cai Provincial People's Committee and the Academy of Posts and Telecommunications Technology held a signing ceremony of a cooperation memorandum, opening a comprehensive coordination framework in the fields of science, technology, digital transformation, digital human resource training, application of artificial intelligence (AI), information security and development of information technology infrastructure.
