GMS 2 Project - Sa Pa Urban Sub-project, Lao Cai Province has a total investment of 43,442,427 USD, of which ADB loan is 34,060,000 USD, counterpart capital is 9,382,427 USD. The project is implemented from 2016 - 2024 with 3 original phase packages including: Sa Pa wastewater treatment system management; upgrading Provincial Road 152; upgrading Sa Pa urban infrastructure and 3 packages using surplus capital: Construction of overpass at Km7+500 - Km7+800 TL152 (class I bridge), expanding the scope of upgrading Sa Pa inner city (old Sa Pa urban center streets), upgrading Sa Pa road.

After the implementation process, GMS 2 Project - Sa Pa Urban Sub-project, Lao Cai Province achieved and exceeded most of the output indicators compared to the project design and monitoring framework (DMF). Through the project, 4,260 people are served by the wastewater collection and treatment system; a total of 1,683,215 m3 of wastewater is treated ^; 14.4 km of roads are upgraded and renovated; 19,410 m2 of sidewalks ^and roads are paved in Sa Pa; 3.6 km of streets in the central area of Sa Pa urban area are upgraded and renovated. Along with that, the indicators of the Gender Action Plan also achieved positive results, in which the number of local workers: at least 65%; the number of female unskilled workers: at least 20%....

Speaking at the meeting, Mr. Marc Perez Casas - Urban Development Expert highly appreciated the effectiveness of the GMS 2 Project in Lao Cai province through 3 additional components invested with surplus capital after detailed design and bidding savings. He said that through the coordination work, ADB and Lao Cai province have drawn many lessons, improved management and operation capacity, creating a solid foundation for cooperation activities, implementing new projects in the future, contributing to the further development of the local socio-economy.

Speaking at the meeting, Mr. Nguyen Trong Hai, Vice Chairman of the Provincial People's Committee affirmed: During the project implementation, despite many difficulties in site clearance, resettlement arrangements and the impacts of the Covid-19 pandemic, Lao Cai province has received close coordination from ADB, especially timely support in administrative procedures, creating a solid foundation to help the project ensure completion according to the set goals. Thereby, contributing to the completion of Sa Pa urban infrastructure to be spacious, clean, beautiful, worthy of an international-class tourist area. At the same time, Lao Cai expands and develops Sa Pa into a dynamic urban area to promote development and connect trade in the northern provinces on the Kunming - Lao Cai - Hanoi - Hai Phong economic corridor.
