Lao Cai: Strengthening the Party's leadership over work for people with disabilities

In Lao Cai province, there are currently over 7,300 people with disabilities (PWD) receiving monthly social benefits, of which over 1,900 are severely PWD and over 5,400 are severely PWD. With the tradition of mutual love and support, in recent times, Party committees at all levels, authorities, mass organizations and people in the province have carried out many activities to care for PWD, helping them gradually integrate into the community.

Implementing Directive No. 39-CT/TW dated November 1, 2019 of the Secretariat of the 12th Party Central Committee "on strengthening the Party's leadership over the work of people with disabilities" (Directive No. 39) and Decision No. 753/QD-TTg dated June 3, 2020 of the Prime Minister on promulgating the Plan to organize the implementation of Directive No. 39; accordingly, Lao Cai province has issued resolutions, plans, projects; organized the dissemination and dissemination of the contents of Directive No. 39 to agencies, units, and localities in the province. At the same time, directing agencies, units, and localities to integrate and disseminate the contents to cadres, party members, and people of all walks of life. Through the dissemination and implementation of Directive No. 39, the awareness of cadres, party members and people of all walks of life about the Party's guidelines and policies, the State's policies and laws on the work of people with disabilities has changed positively. Party committees and authorities at all levels have paid attention to leading, directing and proposing appropriate solutions for implementation.

To contribute to raising awareness and responsibility of all levels, sectors, unions and people on the work of PWDs, news agencies and newspapers in the province have widely disseminated on mass media the following content: Propagating the policies of the Party, the laws of the State on supporting PWDs, support activities, results of work to support PWDs in life, education, vocational training, job creation, health care, rehabilitation, access to culture, transportation, information technology, social communication. Departments, sectors, associations, unions and People's Committees of districts, towns and cities have organized many activities to disseminate laws and policies related to PWDs to villages, hamlets, and residential groups on the Law on PWDs, the rights and obligations of PWDs so that people can understand and proactively go to the headquarters of the People's Committees of communes, wards and towns to carry out procedures to request determination or re-determination of the level of disability. Results: 100% of PWDs in need were granted disability certificates. After determining the level of disability, the Council for Determining the Level of Disability issued disability certificates to serve as a basis for implementing monthly social allowances and related regimes; for those with mild disabilities, disability certificates were issued to enjoy other benefits according to the provisions of the Law on PWDs. In the period of 2019-2024, the province conducted medical examinations for a total of 416 PWDs, including 143 with mild disabilities, 253 with severe disabilities and 20 with extremely severe disabilities.

The provincial Department of Labor, War Invalids and Social Affairs has coordinated with localities to organize training courses each year with the participation of 1,000 people caring for people with disabilities; the Department of Health organizes training courses on health care and home rehabilitation for 950 victims and people with disabilities, and at the same time organizes propaganda and guides cadres, teachers, people with disabilities, and families of people with disabilities on how to detect and care for people with disabilities in the community for 8,960 people; organizes training courses on methods for early detection of disabilities and community rehabilitation skills for nearly 300 village health workers. After the training, trainees partly know the methods and skills of home care and rehabilitation, contributing to alleviating symptoms, helping the subjects to integrate into the community.

Along with that, communication activities on legal aid for PWDs have always been directed and promoted by the Department of Justice - the standing agency of the Provincial Council for Coordinating Legal Education and Dissemination - to help PWDs know their right to legal aid and access the free legal aid system.

In particular, the work of health care, medical examination and treatment and rehabilitation for PWDs is always regularly implemented and given top priority by the provincial Health Department. Through specialized activities, the hospital's treatment regimens have been updated and supplemented, so the quality of care and treatment has been improved; regulations on regimes, policies, and preferential regimes for PWDs when participating in examination and treatment at medical facilities have been well implemented (hospitals all design aisles for wheelchairs, toilets for PWDs, etc.); comprehensive care is focused on, patients are treated and rehabilitated in accordance with regulations, and other rights of patients are fully met.

According to the provincial Department of Health, in the past 5 years, the province has conducted health examinations for more than 37,800 people with disabilities (all with health insurance cards); provided inpatient treatment for 13,010 people with disabilities; and transferred 927 people with disabilities. Every year, many disability screening sessions are organized in districts, primary schools, and kindergartens in the province, thereby examining nearly 211,300 people; more than 20,300 people with disabilities have been guided on community-based rehabilitation; and health records have been established for 165 people who are victims and descendants of victims of the chemical dioxin in Bao Thang and Bao Yen districts under the Dioxin Project...

In addition, the implementation of educational policies for people with disabilities has also been fully and synchronously implemented according to current regulations, 100% of students with disabilities enjoy full benefits of the policy. Educational institutions in the province have established specialized teams and groups on inclusive education for students with disabilities; developed action plans, done a good job of mobilizing and receiving people with disabilities to attend classes; created opportunities and conditions for people with disabilities to participate in community integration activities. In the 2024-2025 school year alone, the whole province has over 1,624 students with disabilities studying inclusively from preschool to high school.

The province has also directed departments, branches, sectors and localities to increase support for PWDs in education, vocational training, job creation and livelihood support. The socialization of activities to support PWDs has mobilized the participation of many organizations and individuals in supporting PWDs in appropriate rehabilitation, improving physical and mental health, increasing support for vocational training and job creation... to encourage and motivate PWDs in the area to reduce difficulties, be confident, live a useful life, participate equally in social activities, and integrate well into the community.

To better care for PWDs, in the coming time, departments, branches, sectors and localities in the province will continue to seriously implement Directive No. 39; promote the socialization of activities to support the material and spiritual life of PWDs with practical activities such as: supporting medical care, assisting PWDs in education, organizing appropriate cultural and sports activities; strengthening vocational training, supporting loans, solving appropriate jobs, creating stable income so that PWDs can gradually ensure their own lives, build happy and prosperous families; for an inclusive, barrier-free society and for the rights of people with disabilities./.
