Lao Cai promotes administrative reform towards the satisfaction of people and enterprises

Over the past years, determining the importance of administrative reform (PAR), Lao Cai province has implemented many solutions and achieved positive results, contributing to the successful implementation of socio-economic development goals.

In order to improve the efficiency of advisory work in PAR work, in 5 years, the Provincial People's Committee has directed to organize 07 training conferences for 520 delegates (02 conferences at provincial level and 05 conferences at district level) with the content guiding professional implementation and implementation of Project 1648; implementing 30% reduction in processing time for administrative procedures; standardize administrative procedures; administrative control operations. Thereby, it helps local leaders have a correct and complete view and see the importance of PAR in implementing their tasks. At the same time, improving the efficiency and quality of advisory work in PAR work for cadres and civil servants who are the focal point in performing administrative reform tasks at agencies, units and localities.

Many administrative procedures have been reviewed, simplified and publicized, helping to limit troubles and create favorable conditions for people and businesses to conduct transactions with State agencies. The professional qualifications, manners and sense of responsibility of the contingent of cadres, civil servants and public employees in performing their tasks have also been gradually raised towards building a professional administration, serving the people and enterprises. Administrative reform takes organizational and citizen satisfaction as a measure of effectiveness.

At present, the whole province has 2,040 administrative procedures, of which 1,593 at the provincial level; at the district level, there are 302 administrative procedures; at the commune level, there are 145 administrative procedures. From 2016 to the end of May 2020, more than 135,000 records have been cut, saving more than 70 billion VND.

Lao Cai has concentrated resources to invest in facilities, equipment, and prepared to open the province's public administration center. Deploy the system of administrative services integrating the electronic one-door system at the provincial, district and commune levels; provide 100% of administrative procedures for online public services at level 1,2; providing over 200 online public services at level 3, level 4, ensuring convenience, publicity and transparency. Up to now, basic processing time for procedures is reduced by 30% compared to regulations. The rate of satisfaction of people and businesses coming to resolve administrative procedures at the provincial public administrative center is over 96%.

In the reform of the state apparatus in the locality, Lao Cai has rearranged the structure and staff towards a streamlined, efficient and effective manner. In particular, streamlining the apparatus, staffing from province to grassroots level has contributed to minimizing the cumbersome and overlapping functions and tasks of branches and units. Along with that, Lao Cai also has many important progress in reform of public administration, application of information technology, modernization of the office ... By 2020, 14/14 main targets of the Project are achieved and exceeded the plan.

 The efforts in the PAR of Lao Cai in recent years have brought about positive results, contributing to a more democratic, transparent, and professional administrative system, contributing to innovation and improvement of the operational capacity of State administrative agencies, improving the capacity and responsibility of cadres and civil servants, and creating convenience and faith for people and enterprises. 

In the coming time, Lao Cai will strengthen the direction of propaganda and education to raise the sense of responsibility of cadres and civil servants (public servants) in the implementation of public duties, especially public servants working in the fields concerned. next to people and businesses. At the same time, to direct departments, branches and localities to effectively implement the models "Friendly government of the people, by the people, for the people" and "Friendly offices for the people to serve" in order to create positive changes in awareness and action of all levels, sectors and public officials.

Lao Cai continues to direct the promotion of administrative procedures reform, especially administrative procedures that are directly related to investment projects using land and administrative procedures in the fields of customs, natural resources and environment, construction and education. Continue to perform tasks and solutions to streamline the payroll apparatus according to the Decision approved by the Provincial Party Committee; perfecting the organizational structure decentralization mechanism, and staffing in parallel with strengthening supervision, inspection and inspection; At the same time, promoting the proactive role, the sense of responsibility, enhancing the capacity of each level and each branch.

Promote the application of information technology in management, administration and settlement of administrative procedures, improve work quality and efficiency; regularly inspect and examine the administrative reform in agencies and units, strictly handle violations.
